Preheat oven to 375.

In a bowl mix together cream cheese (the most important ingredient, no substitutions), powdered sugar, milk/cream, and vanilla until fully combined. Set aside.

Step 3
Cream the butter and sugar together and add eggs one at a time. Add vanilla. Sift the dry ingredients into the mixture and slowly add the milk. Mix until combined but don't overmix. Fold in blueberries and chocolate chips. You should get a rather thick pancake type batter. Let the batter rest for about 5 minutes. It should be lightly airy.

Working quickly, use a tablespoon to drop dollops onto a cookie sheet lined preferably with a silpat, about an inch apart. Place a heaping tsp of the cream cheese mixture into the middle of your dollop. Then cover with a little more batter. Sprinkle the tops with sugar and put them in the oven, on the middle rack, for 11-13 minutes. Oven temps vary so keep an eye on them.

When done, allow them to cool completely on the cookie sheet. They'll continue residually cooking and firm up this way.
