Preheat oven to 350

Brown meat and mix in taco seasoning with 1 cup of water, letting simmer until water is gone; set aside. Sauté onion, peppers, and garlic in skillet. Mix meat and vegetables.

Step 3
Lay out tortillas. Evenly divide cream cheese and spread. Evenly divide meat mixture. Sprinkle about half of cheese evenly. Roll each up. Place tightly into lightly greased pan. Pour sauce over top, covering entirely. Sprinkle cheese on top.
