Step 1
Pat beef dry and season with salt and pepper. Heat oil in medium sauce pan over medium to high heat. Brown half of beef on all sides (5-7 min), transfer to a bowl. Repeat with remaining beef Add onion and carrot to saucepan and cook until softened. Stir in garlic, tomato paste, and thyme and cook until fragrant. Stir in flour and cook for 1 minute. Slowly whisk in wine, scraping any browned bits and smoothing lumps. Stir in broth and potato and bring to simmer. Reduce heat to medium low and cover and simmer 15-20 minutes. Stir in browned beef, peas and soy sauce and simmer until stew is heated through. Season with salt and pepper to serve.
