Step 1
Salt meat and roll it in a small amount of flour. Brown slightly in hot oil. Set aside.
Step 2
Add onions and garlic to pot and brown lightly for a few minutes.
Add anchovy and tomato paste and stir until paste is brownish.
Step 3
Return meat to pot. Add wine, chopped tomato, herbes de provence bay leaf and salt to taste. If liquid does not come to almost top of meat, add water as well. Add one of the carrots, sliced .
Step 4
Cook for 35 to 45 minutes then add the other two carrots cut up in large chunks. Cook until meat is very tender, time will depend on size of meat chunks.
