Step 1
Cook beef, onion and green pepper; drain. Add flour, chili powder, garlic powder, cumin, coriander, salt and water. Simmer for 5 minutes. Combine beans and salsa. Place 2-8" whole wheat tortillas in a greased 2 1/2 quart dish. Layer half the beef, beans and 1 cup of corn; repeat layers. Top with cheese. Bake at 350 degrees for 25-30 minutes.
