Instructions
Step 1
Preheat oven to 400 and prepare a baking dish
Step 2
Brown the beef in a skillet. Drain the grease and set aside.
Step 3
In the same skillet, add the butter and sauté the onions and carrots, till the onions are translucent.

Add in the peas, beef, Worcestershire sauce, broth, and salt & pepper.
Step 5
Simmer for 10 minutes.
Step 6
Mix the flour with the water, then add to the skillet.
Step 7
Stir till thickened.
Step 8
Spread meat mixture in the baking dish, and spread the mashed potatoes on top.
Step 9
Bake for 25-30 minutes.
