Instructions

Step 1
Whisk the soy sauce, sugar, vinegar, garlic, cornstarch, red pepper flakes, black pepper and sesame oil together and set aside.
Step 2
In a pan with a lid, steam broccoli florets with ¼ cup of water over med-high heat until just tender and bright green. Remove from the heat add it immediately to a bath of ice water for about a minute to stop it from cooking further. Remove from the ice bath with a slotted spoon and set aside.
Step 3
Heat 1-2 tablespoon of oil in a large skillet over medium high heat and brown the meat, about 2 to 3 minutes, then transfer to a bowl. Working in batches if needed.
Step 4
Give the sauce a quick mix and pour into hot skillet, scraping any brown bits from the pan and bring to a simmer. Cook until thickened- about 2 minutes, then Add beef and broccoli to the sauce, stirring to coat until hot. Serve with steamed rice.

Note:

Step 5
If the sauce is too thin for your liking after coming to a boil, add an additional teaspoon of cornstarch mixed with a tablespoon of water and whisk into the sauce. Bring to a boil and check thickness.
