Step 1
Warm lg heatproof bowl in 200 degree oven. Bring 4 qts water to boil in stock pot. Add pasta and 1½ tsp salt to boiling water. Cook until al dente. Reserve ⅓ cup pasta water and drain pasta.
Step 2
While water is heating, in 10 in. nonstick skillet, combine 3 Tbsp oil, 3 Tbsp garlic, and ½ tsp sea salt over low heat, stirring constantly until garlic foams and is sticky and straw colored, 10-12 min. Off heat, add remaining Tbsp garlic, red pepper flakes, parsley, lemon juice, and 2 Tbsp pasta cooking water, and stir well to keep garlic from clumping.
Step 3
Transfer drained pasta to warmed bowl. Add remaining 3 Tbsp olive oil and cooking water and toss to coat. Add garlic mixture and 1 tsp sea salt (maybe reserve salt and add to taste?) and toss to combine. Serve, sprinkling parmesan if desired.
