Instructions
Step 1
Heat olive oil in a (liddable) pan, and add the sausage meat, breaking it up as it cooks, for 10 minutes/until browned

And the onion and the fennel (reserving the tops), fennel seeds, chilli, and garlic. Fry for 15 minutes
Step 3
Add the wine and cook until the alcohol evaporates
Step 4
Add the stock with water, season, and simmer, covered, for 30 minutes
Step 5
After the time has elapsed, stir in the cream and fennel tops
Step 6
Boil the pasta in fresh, salted water for ~3 minutes, adding some of the pasta water to the sauce
Step 7
Add the pasta into the sauce, or vice versa, and toss
