Step 1
Preheat oven to 325°F. Spread beans evenly onto a lined baking sheet and bake for about 15 minutes.

Sauté olive oil, pepper, onion, and garlic until onions are soft (5-6 minutes). Gently blot some moisture out.
Step 3
Place all ingredients except beans into large bowl or food processor. Stir or pulse until combined, then add beans. Mash or pulse until everything is fully combined.
Step 4
Form into about 1/3 cup patties. Bake on lined baking sheet for about 10 minutes per side.
