Well, it may depend on why you want to substitute it out, as some of the substitutions actually already contain baking soda. The best substitute that doesn't is potassium bicarbonate (and maybe some salt). The other would be baker's ammonia (ammonium carbonate) with was a pre-baking soda leavening agent. But I'm not sure if it's easily available, and it's strength is getting things crisp, so it's better for cookies.
