Instructions

Step 1
In a small saucepan, combine the potato, garlic, and salt, and enough water to cover the potatoes. Place over medium heat, bring to a boil, lower the heat, and simmer until the potato falls apart easily when poked with a fork.
Step 2
With a slotted spoon, transfer the potato and garlic to a medium bowl, setting aside the cooking water. Remove the fish from the tin, serving the oil, and add to the bowl.
Step 3
With a hand mixer on high speed, beat the mixture together, gradually adding 1 or 2 tbsp of the cooking water at a time, until the mixture has the texture of a smooth dip. You'll need about 4 tbsp of the cooking water in total.
Step 4
Add the creme fraiche and black pepper and beat until incorporate. Spoon into a shallow serving bowl. Drizzle with oil from the tin, black pepper chives.
