Step 1
Combine Garlic, Shallots, Peppers, and a small pinch of kosher salt. Pound until roughly mashed.
Step 2
Combine oil and the garlic/shallot mixture in a wok over medium high heat. Cook, stirring frequently until fragrant
Step 3
Add the meat and cook, breaking up until no longer pink. Add the fish sauce, sugar, soy sauce and oyster sauce. Cook until mostly evaporated
Step 4
Remove from heat. Add basil and toss to combine
