Instructions
Step 1
Preheat oven to 375°F. Grease a 9x13 pan.
Step 2
Sauté beef, onion, and garlic over medium heat. Drain fat if necessary.
Step 3
Stir in ½ tomato sauce and seasonings. Bring to a boil.
Step 4
Reduce heat, cover, and simmer for 5 minutes.
Step 5
Stir in rice and heat through. Remove from heat.
Step 6
Layer ⅓ of chopped cabbage in pan. Top with ½ meat mixture.
Step 7
Repeat layers.
Step 8
Top with last ⅓ of cabbage and tomato sauce.
Step 9
Cover with foil and bake for 45 minutes
Step 10
Uncover and top with cheese.
Step 11
Bake 10 more minutes.
