Step 1
In a bowl mix dry ingredients
Step 2
Add egg, milk, vinegar and vanilla extract
Step 3
Mix until well combined
Step 4
Add hot water and mix
Step 5
The batter scoop and place into cupcake baking pan (the batter should be thin)
Frosting
Step 6
Mix softened butter and melted chocolate with a mixer
Step 7
Add sugar and milk and mix
Step 8
Wait until cupcakes are cold and put frosting on top
